Reference Number 0000424390 The City of Brush! is inviting qualified engineering firms to submit a proposal to assess and provide a conceptual preliminary design for a natural system regional stormwater collection system that would serve in conjunction with an existing stormwater infiltration pond that was constructed in 2025, and future development on City-owned and adjacent privately-owned land, both of which are currently undeveloped. Project Background In 2025, the City completed construction of a stormwater infiltration pond that serves a drainage basin consisting primarily of residential neighborhoods to the south and southwest. The pond was designed to accommodate two 100-year storm events, resulting in substantial storage depth and footprint due to the basin's size and existing topography. Also in 2025, the City developed a Conceptual Development Plan for a multi-phase housing project on the same site as the infiltration pond. This plan was funded through a State housing grant and, although conceptual, serves as the City's current baseline for predevelopment planning. The conceptual development design identified an opportunity to potentially reclaim a portion of the existing infiltration pond footprint for future developable land. This approach anticipates redistributing stormwater functions across the broader site and integrating natural stormwater conveyance or detention features. The City has engaged the adjacent private property owner to coordinate land-use planning, infrastructure layout, grading, and stormwater considerations across property boundaries to ensure cohesive design and elevation compatibility. The City now intends to reduce the stormwater design standard to a single 100-year flood event, with surcharge flows directed toward the adjacent golf course. Portions of the golf course may be suitable for integration into a naturalized stormwater system, offering both functional benefit and aesthetic value to the course. Project Objectives The selected firm will assess existing conditions and develop a conceptual-level engineering design that: Determine needed elevations and flows across City-owned and privately held parcels under consideration for development and the collection capacity necessary. Evaluate the capacity and performance of the existing infiltration pond considering the revised 100-year event requirement. Identifies opportunities to reclaim portions of the existing pond area for future development. Designs a conceptual natural-system stormwater collection and conveyance concept, potentially incorporating open channels, swales, or naturalized detention areas. Assess potential stormwater piping, outfall, or surcharge toward key areas of adjacent golf course. Develops conceptual alternatives that balance stormwater function, land development potential, cost-effectiveness, and environmental enhancement. Scope of Work Scope elements include, but are not limited to: Data Review & Existing Conditions Analysis. Review existing plans, reports, surveys, geotechnical data, and the 2025 conceptual development plan. Conduct site visits, field assessments, and topographic evaluation as needed. Analyze drainage basin characteristics, hydrology, and hydraulic behavior. Stormwater System Evaluation Evaluate performance of the current infiltration pond under the revised single 100-year storm design criterion. Determine feasibility and extent of reclaiming pond area for development. Analyze downstream impacts and surcharge routing toward the adjacent golf course. Conceptual Natural Stormwater System Design Conceptual designs for naturalized stormwater conveyance/detention features. Conceptual grading, flow paths, storage estimates, capacities, and integration with future development concepts. Opportunities for enhancements to the golf course aesthetics and functionality. Coordination with Stakeholders Collaborate with City staff, private property representatives, and golf course management. Provide alternatives analysis and conceptual options for review. Deliverables Existing conditions summary memo. Hydrologic and hydraulic modeling summaries. Conceptual design drawings (plan views, sections, conceptual grading). High-level cost estimates for each conceptual alternative. Final summary report and presentation to City Council or designated staff.
