Renovation of a power facility in Chesterfield Inlet, Nunavut. Completed plans call for the renovation of a power facility.

The main project objectives are design, labor, material, equipment, and services required for upgrading protection and DC system. The overview of work requirement includes the following, which are fully detailed in the attached scope of work: 1. Design, supply and install two, GE 889 Generator Protection relays (full panel upgrade). 2. Design, supply and install two, GE 850 Feeder Protection relays (relay upgrade only). 3. Design, supply and install and configure two IEC 61850 compatible Ethernet Switches. 4. Revise and provide the As-Built drawings. 5. Configure and program all the protection relays. 6. Design for, install and commission RIC SB7 battery charging system. 7. Design for and install new 24VDC station battery system. Items to consider: 1. Construction and commissioning of protection and control upgrades will require individual generator and feeder outages. 2. Each generator and feeder outage shall be completed one at a time, as total plant outage cannot be accommodated for duration of construction work. 3. Protection panel construction and new cable installation shall be completed by Contractor. 4. QEC P&C shall support commissioning on site for each protection upgrade (i.e. total of 4 trips). Upgradation of protection and control system of Genset 2, Genset 3, both feeders, and DC system are required to increase the reliability of the system and quality of power in the community of Chesterfield inlet. Moreover, further delay may impact overall system protection and may cause tripping and undesired outages.
