The Town of White Hall is soliciting statements of qualifications from qualified firms and individuals interested in providing professional services related to the preparation and implementation of Community Development Block Grant (CDBG) funds available from the Alabama Department of Economic and Community Affairs. Engineering services required include, but are not limited to, assistance with preparation of a grant application to be submitted to the Alabama Department of Economic and Community Affairs (ADECA). If the grant is awarded, the level and scope of services to be provided will be determined by the Town. A lump sum, fixed price fee is required. Engineering services for all stages of design, bidding, and construction of the project are necessary. Firms must be prepared and qualified to provide services including preparation of all necessary construction plans and specifications, preparation of all bid documents, supervision of the bidding process consistent with Local, State and Federal regulations, provision of on-site resident inspection services during construction, regular progress reports to the Town, final construction inspection, issuing a final certificate of completion, and delivery of as-built drawings to the Town. Statements of qualifications must be sealed and labeled as specified, and must be received by the given deadline. Minority and women owned business enterprises, as well as Section 3 persons and businesses, are encouraged to submit statements of qualifications. The Town reserves the right to reject any or all statements of qualifications and to waive any irregularities or informalities in the solicitation process.
