Site work for a transportation facility in Shippenville, Pennsylvania. Completed plans call for site work for a transportation facility.
The work consists of rehabilitating runway lighting at the Clarion County Airport. Proposals must be submitted using prescribed forms provided with the Drawings, Specifications, and other Contract Documents. Bid security in an amount equal to at least ten percent (10%) of the bid is required, in the form and subject to the conditions given in the Instructions to Bidders. The successful bidder is required to start work within ten (10) calendar days after the Notice to Proceed and to complete the work within the times specified in the Contract Agreement, with liquidated damages of $1,000.00 per calendar day for failure to complete the work on time. The bidder must pay employees at wage rates not less than those in the wage determination decisions of the United States Secretary of Labor. Bidders must comply with bid requirements and EEO requirements for federal contracts, as specified in the contract Special Provisions. Special Provisions regarding Disadvantaged Business Enterprises (DBE) as defined in 49 CFR Part 26 apply. Good faith efforts must be made to subcontract to small business concerns owned and controlled by socially and economically disadvantaged individuals. All bidders are required to submit a list of all firms that provided quotes, including specific information such as name, address, telephone number, DBE status/category, age of firm, annual gross receipts, type of work, and dollar amount of work quoted. If the bidder is a DBE, the contract goal is considered met. The apparent successful competitor must submit information about the DBEs participating in the contract. Bids failing to meet these requirements or demonstrate good faith efforts will be considered nonresponsive. The Authority reserves the right to waive informalities or reject any or all bids.
