Site work and paving for a sidewalk / parking lot in Lone Rock, Wisconsin. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Sealed bids are requested for the Proposed 2008 Sidewalk Extension on STH 130/133 in the Village of Lone Rock, Richland County, Wisconsin. Bids will be received for single prime contracts on a lump sum and unit price basis, with additives as indicated in the bid form. Bidding documents are available from Delta 3 Engineering at 875 S. Chestnut Street, Platteville, WI 53818 for a non-refundable deposit. Both electronic and paper bids will be publicly opened and read aloud at the Lone Rock Village Hall. A certified check or bid bond equal to at least five percent of the bid amount, payable to the Owner, must accompany all proposals as a guarantee. The Owner reserves the right to decrease the quantity of any portion of the work or omit portions as necessary. Minimum wage rates as established by the Federal Department of Labor are required. The Village encourages minority business enterprises (MBE), women’s business enterprises (WBE), disadvantaged business enterprises (DBE), and small businesses to participate in the bidding and contract opportunities. Description of Work: The Project consists of sidewalk extension and crosswalks along State Trunk Highway (S.T.H.) ‘130’/’133’. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. Additional Conditions: The letting of the work described herein is subject to the provisions of Sections 61.54, 62.15, 66.0901, and 66.0903(1m) of the Wisconsin Statutes. A portion of this Project is funded in part with funds from the Wisconsin Department of Transportation’s (WisDOT) Transportation Alternatives Program. Conformance with WisDOT’s Buy America Certification is required. Wage Rates: Minimum salaries and fringes to be paid on the Project shall be in accordance with the prevailing wage rate determination established by the Federal Department of Labor (DOL). Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. Attention is also called to the fact that not less than the minimum salaries and fringes set forth in the Contract Documents must be paid on this Project, and that the Contractor must ensure that employees and applications for employment are not discriminated against because of their race, color, religion, sex, national origin, or other protected class. Federal Labor Standards program laws, including, but not limited to, the Davis-Bacon Act, the Copeland Anti-Kickback Act, and the Contract Work Hours and Safety Standards Act will apply to this Project. The Village of Lone Rock encourages Minority-owned Business Enterprises (MBE’s), Women’s Business Enterprises (WBE’s), Disadvantaged Business Enterprises (DBE’s), and Small Businesses in Rural Areas (SBRA’s) to submit bids. A municipality, in awarding prime contracts, and primary contractor, in awarding subcontractors, are required to make a good faith effort to achieve a combined minimum goal of participation for MBE/WBE utilization in accordance with s.NR 162.09(3), Wis. Admin. Code. If a subcontractor awards subcontracts, these requirements shall apply to the subcontractor. The OWNER reserves the right to increase or decrease the quantity of any item or portion of the work, or to omit portions of the work, as may be deemed necessary by the OWNER, and the same shall in no way affect or make void the contract, except that additions to, or deductions from, the contract price will be appropriately made. The OWNER reserves the right to waive any informalities, or to reject any or all bids, or any part of a bid, and to award the Contract to the Bidder, who in the judgment of the OWNER, will best serve the interest of the OWNER.
