The IESO’s Energy Affordability Program (EAP) and Enbridge’s Home Winterproofing Program (HWP) are designed to support energy efficiency and affordability for income-eligible households across Ontario. As these Programs share similar scope, target the same customer market, and typically require the same supplier expertise, a joint procurement is being conducted to select Service Providers for turnkey delivery and to support potential program expansions. Selected delivery agents will be responsible for providing streamlined customer access to both Programs, coordinating in-home audits, and maximizing outreach to expand the Programs' impact. The intent is to select a minimum of three and up to five delivery agents for province-wide Program delivery. Proponents that are US Businesses, or subsidiaries of US Businesses with fewer than 250 full-time employees in Canada, are not eligible to participate and will be disqualified. Official bid documents must be obtained from www.merx.com and bid submissions must be done through the Merx platform.
