These specifications require the contractor to furnish all labor, equipment, supplies, materials, and associated services necessary to perform soil sterilization and weed control at Federal Aviation Administration owned or leased facilities. Work consists of the application of soil sterilization and contact killer chemicals and the identification of treated areas. Follow-up services shall be provided at no additional charge in the event of unsuccessful sterilization. The contractor shall coordinate with the FAA Point of Contact at the beginning of the contract to discuss work methods and scheduling, and the POC will inspect and accept services at each location prior to payment. Daily coordination with the POC is required, and work may be suspended or rescheduled due to weather conditions that could threaten adjacent farms, ranges, or cattle areas. All work shall be performed during normal working hours, and the FAA will provide access and required escorts to facility locations, including background checks and escorted access for work performed at facilities located on Kirtland Air Force Base. The contractor shall protect all existing equipment, improvements, and utilities, restore any damaged property at no cost to the Government, and properly dispose of all surplus materials upon completion of work in accordance with OSHA requirements. The contractor shall furnish all tools, equipment, and approved chemicals, assume full responsibility for proper chemical application in compliance with manufacturer recommendations, EPA standards, and applicable New Mexico and Texas regulations, and ensure licensed applicators provide and use required protective equipment. The FAA assumes no responsibility for loss or damage to contractor supplies or personal property, and all recordkeeping shall be maintained in accordance with state regulations.
