Provide facility planning architectural and engineering services under a single Indefinite Delivery/Indefinite Quantity contract in accordance with 40 USC Chapter 11 and FAR Part 36. Services include preparation of project planning documents for Military Construction, Unspecified Minor Construction, demolition, and special projects; development of DD Form 1391s, Requirements Data Sheets, planning studies, feasibility studies, concept and schematic designs, planning charrettes, minimum viable project scopes, alternative construction method analyses, and planning documentation in PAX. Work also includes preliminary, parametric, and Class 5, 4, and 3 cost estimates using MII when directed; project site plans; economic analyses; asset evaluations; Basic Facilities Requirements; magazine planning documents and assessments; Facilities Planning Documents using iNFADS; and collateral equipment lists. Supporting disciplines may include architectural, civil, seismic, landscape, mechanical, electrical, telecommunications, fire protection, traffic and circulation, topographical, hydrological, geotechnical, anti-terrorism/force protection, controlled and secured spaces, cybersecurity, utilities, renewable energy, and hazardous materials studies. Secondary services include shore infrastructure master planning at regional, installation, and area levels, including vision plans, land use and circulation plans, resilience and sustainability planning, primary utility network planning, installation-wide standards, capital investment programs, and electronic/web-based master planning in accordance with applicable UFC and NAVFAC guidance. Additional services include geospatial information, GIS, cadastral, GPS, land surveying, and topographic mapping, with preparation of spatial and non-spatial data, maps, datasets, data models, automation scripts, and enterprise GIS deliverables consistent with Navy Data Model standards. Location: Various government installations primarily within the NAVFAC Southwest Area of Responsibility, including California, Arizona, Nevada, Colorado, New Mexico, and Utah, with the preponderance of work expected in Southern California; services may also be performed within the NAVFAC Pacific and Atlantic Areas of Responsibility.
