The work consists of providing materials, labor, tools, and equipment for the rehabilitation of the paved parking lot at Corbett Field. This includes milling of 1400 SY of asphalt pavement, installation of 1060 Ton of asphalt pavement, 3900 SY of cement stabilized base, construction of a concrete valley gutter, pavement striping, and other necessary incidentals to complete the project. Bids must be submitted electronically via online or in sealed envelopes at Ackerman-Estvold. All work must be done in compliance with the project plans, contract documents, special conditions, and the 2026 City of Minot Standard Specifications and Details. Bidders are required to be licensed for the full amount of the bid as required by North Dakota law. Each bid must include a contractor's license and bid security in a separate envelope. The bid security must equal five percent of the total bid and be in the form of a bidder's bond. If the awarded contractor does not execute a contract within ten days, the bid bond will be forfeited and the project awarded to the next lowest responsible bidder. The owner reserves the right to hold, reject, or rebid as needed. Bids must be endorsed on the envelope with project name, bidder identification, contractor's license, and acknowledgement of addenda, if any. Any deficient bids will be returned immediately. Liquidated damages of $500 per day will be assessed for failure to meet project deadlines.Work may begin on August 17, 2026. All work shall be substantially complete by October 30, 2026 ll Bids must be submitted, and all work shall be done, in full and strict compliance with: 1. The Plans & Contract Documents for this project; 2. Any Special Conditions for this project; 3. The 2026 City of Minot Standard Specifications and Details. All Bids are to be submitted on the basis of cash payment for the Work and Materials necessary to complete the project. Each bid must be accompanied by a separate envelope containing the contractor's license and bid security. The bid security must be in a sum equal to five percent of the full amount of the bid and must be in the form of a bidder's bond. A bidder's bond must be executed by the bidder as principal and by a surety, conditioned that if the principal's bid is accepted and the contract awarded to the principal, the principal, within ten days after notice of the award, shall execute a contract in accordance with the terms of the bid and the bid bond and any condition of the governing body. A countersignature of a bid bond is not required under this section. If a successful bidder does not execute a contract within the ten days allowed, the bidder's bond must be forfeited to the Owner and the project awarded to the next lowest responsible bidder. Bidders must be licensed for the full amount of the bid as required by section 43-07-12 of the North Dakota Century Code. No Bid may be read or considered if it does not fully comply with the requirements of Section 48-01.2-05 of the North Dakota Century Code. The Owner reserves the right to hold all Bids for 30 days, to reject any or all Bids, to waive any informality or irregularity in any Bid, to accept the Bid deemed in the best interest of the Owner, and to rebid the project until a satisfactory bid is received. There shall be endorsed upon the outside of the envelope containing the Bid, the following: 1. "Minot Park District, Paving Improvements - Corbett Field Parking Lot" 2. The name of the person, firm, corporation, or joint venture submitting the Bid. 3. The Bidder's Contractor's License or Contractor's License Renewal Number. 4. Acknowledgement of the Addenda, if any. Any deficient Bid received will be resealed and returned to the Bidder immediately. Work may begin on August 17, 2026. All work shall be substantially complete by October 30, 2026. All work shall be completed and ready for final payment in accordance with the General Conditions by November 13, 2026. Should the Contractor fail to complete its obligations under the Contract within the time required herein or within such extra time as may have been granted by formal extensions of time approved by the Owner, there will be deducted from any amount due to the Contractor the sum of $500 per day for each and every calendar day that the completion of the Work is delayed. The Contractor and his Surety will be liable for any excess. Such payment will be as and for liquidated damages and not as a penalty.
