Asphalt Paving, Resurfacing, Concrete and Site Work Contract will include the following sites: Yorktown High School 2727 Crompond Road Crompond Elementary 2901 Manor Street Mildred E. Strang Middle School 2701 Crompond Road Mohansic Elementary 704 Locksley Road Brookside Elementary 2285 Broad Street French Hill 2051 Baldwin Road The Board of Education of the Yorktown Central School District invites sealed bids from reputable and qualified contractors for the provision of labor and materials for an Asphalt Paving, Resurfacing, Concrete, and Site Work contract. Bids must be presented on the designated proposal form as required by the specifications and enclosed in sealed opaque envelopes clearly marked with the contract title. Bids shall remain firm for forty-five days following the bid opening. The Board of Education reserves the right to waive any informalities, reject any or all bids, or accept the bid they determine to be in the best interest of the district. Considerations in evaluation include experience, service, reputation, financial responsibility, and specific qualifications as set forth in the bid requirements. A. The existing base upon which pavement is to be placed shall be dry, and free of standing water and thoroughly cleaned of all loose and foreign material. B. Asphalt loads must be covered before they leave the plant. Asphalt must be placed before the material temperature drops below 185. C. Paving operations must be scheduled for periods when weather is predicted to be dry and surface temperatures are 50 and rising. D. Rolling shall take place immediately after placing asphalt and shall continue until satisfactory compaction has been achieved. The rollers shall have a minimum weight of ten tons, except for asphalt path construction. Hand tamping or mechanical compacting shall be used in areas inaccessible to rollers. E. When patching, use compaction equipment that is adequate to yield a surface at the same elevation as the surrounding pavement. When hand tamping or other light compaction methods are required, leave surface of compacted patch slightly higher. F. Contractor shall ensure that the finished asphalt surface is properly pitched to the nearest drainage structure or swale, or as directed, so there is no possibility of ponding. Ponding conditions will be corrected by the Contractor at the Contractor's expense. G. Subbase: The work for this item shall consist of furnishing, placing and compacting a subbase course in conformity with the lines, grades, thicknesses and typical sections shown on the plans, or as determined by field condition and directed by the Owner. The thickness shall be not less than 4" of subbase after compaction, unless otherwise specified. All materials for this work shall conform to the requirements of Section 304-2 "Materials" of the NYS Standard Specifications for Type 4. Maximum aggregate size shall not exceed 2 inches. H. Binder Course: This pavement shall consist of a binder course and shall be constructed on an approved base or subbase as shown on the plans or directed by Owner. The thickness shall be not less than 4" after compaction, unless otherwise shown on the plans, or as specified. I. Top Course: This pavement shall consist of a top course and shall be constructed on an approved base or subbase as shown on the plans, or as directed by Owner. The thickness shall not be less than 2" after compaction. J. Tack Coat: The tack coat shall consist of an asphalt emulsion applied, where indicated above, at the rate of 0.05 to 0.20 gallons per square yard. The application rate shall be determined by the condition of the surface being tacked. The vertical surfaces of curbs, gutters, existing pavement, and surfaces in actual contact with bituminous mixture shall also be painted or sprayed with the tack-coat bituminous material. The Contractor shall clean the surface to be tacked by brooming and shall remove all unsuitable materials from the surface of existing pavements. K. Pavement Keys: Pavement keys will be provided at any location where new asphalt paving or resurfacing meets an existing asphalt surface. Keys shall consist of two parallel saw cuts a minimum of 18-inches apart and removal of a minimum of 2-inches of blacktop to feather new blacktop into existing adjoining surface. Key/tie-in construction shall be included in the cost for bid items; there shall be no separate payment. L. The Owner reserves the right to perform standard materials and installation testing at any time. The Contractor shall provide any assistance requested to facilitate such tests. NEW ASPHALT AREAS A. Roadways and Parking Areas: 1. Indicated areas shall be stripped of grass, topsoil, packed earth, etc., cleared and leveled. Protruding tree roots, large stones, or other obstacles shall be removed. Where grade drops off significantly, clean fill compacted in level lifts shall be installed to reduce steep grade changes. 2. A four-inch sub-base of Item 4 limestone or approved equivalent shall be installed and compacted for all new asphalt areas. Where pavement is removed, existing sub-base material may stay in place if it is of the proper depth and can be sufficiently compacted. A credit may be taken. 3. Prepared areas shall then be covered with a four-inch base course paving, compacted to a firm state and a two-inch top course paving, compacted to a firm state. 4. The contractor must make a smooth joint with adjacent asphalt, concrete, gratings, etc. where adjoining or encompassing same. A keyway shall be used where new asphalt adjoins an existing asphalt surface. 5. Arrows on drawings, if provided, indicate the pitch of the finished asphalt course and the direction water should run off. 6. Payment for new asphalt areas shall be per Square Yard for in-place quantities of 2" top course/4" binder course/4" sub-base course. B. Paths: 1. Subgrade and sub-base shall be prepared as specified above for Roadways and Parking Areas. 2. Prepared areas shall then be covered with a two-inch top course paving, compacted to a firm state. 3. Payment for paths shall be per Square Yard for in-place quantities of 2" top course /4" subbase course. RESURFACING AND REPAIR OF EXISTING ASPHALT AREAS A. Areas indicated for resurfacing shall receive a two-inch minimum covering of top course paving compacted to a firm state, unless otherwise directed. Proper pitch and drainage shall be maintained. B. Tack coat shall be applied to assure good bonding of new asphalt to existing asphalt. C. The contractor must use pavement keys to make a smooth joint with adjacent asphalt, concrete, grating, etc. where adjoining or encompassing same. D. Prior to paving, the surface must be properly prepared. All cracks from 1/4" to 3/4" must be filled first. All heaved areas, potholes, and heavily alligatored areas that are unsound are to be cleaned out and patched with a full-depth asphalt patch described below. E. Where asphalt has experienced upheaval due to tree roots, the roots shall be cut back and removed to the extent possible. F. All preparations and patching must be approved by the Director of Facilities or designee prior to resurfacing. G. Payment for resurfacing will be per Square Yard for in-place quantities of 2" minimum asphalt top surface, including surface preparation. PATCHING AND POTHOLES A. A full-depth asphalt patch requires removal of loose material down to firm base, cutting edges to form a rectangular shape with the faces straight and vertical. A tack coat shall be applied to vertical faces. The hole shall be backfilled with a dense-graded hot plant mix, compacted in layers of no more than three inches. B. Pothole repair areas shall be clean and dry prior to repair. Potholes shall be filled with asphalt top course and compacted. C. Payment for patches and pothole repair shall be per ton for in-place quantities. GENERAL CONCRETE CURB AND SIDEWALK SPECIFICATIONS A. This work shall consist of constructing concrete curb, unreinforced 4" concrete sidewalk and unreinforced 7" concrete sidewalk/driveway. B. There shall be no water in the forms at any time any concrete is deposited therein. C. Concrete shall be carefully protected against injury from rain, frost, the drying effects of the sun and wind, traffic or other causes, by means of suitable guards, covering, wetting, insulation and curing compound. D. Unless otherwise permitted by the Director of Facilities, all concrete, during and immediately after depositing, shall be compacted thoroughly by means of internal vibrators, supplemented by spades. The concrete shall be worked thoroughly around the reinforcement and around embedded fixtures and in the corners of the forms. The operation of compacting the concrete shall be conducted so as to form a compact, dense, impervious, artificial stone which shall show a smooth face on exposed surfaces. Porous, plastered or defective concrete, shall be removed and replaced as directed entirely at the Contractor's expense. E. The Owner reserves the right to perform standard materials and installation testing at any time. The Contractor shall provide any assistance requested to facilitate such tests.
