The project involves phased replacement of existing boilers, hot water circulation pumps, mechanical equipment, associated piping, controls, electrical, Supervisory Control and Data Acquisition (SCADA) screen updates, and appurtenances; with provisions to maintain operation during construction, all in accordance with the contract documents including Plan File No. 682-013/101, located in Buildings 75, 90, 801, 802, and 803 at the Wastewater Reclamation Facility, 3000 Vandalia Road, Des Moines, Iowa. Bidders must submit sealed proposals using the City of Des Moines' electronic bid submission system. Paper, fax, or emailed bids will not be considered. Any bid submitted after the scheduled time for bid opening will be rejected by the City's electronic bid submission system and will not be opened or considered. The Des Moines Metropolitan Wastewater Reclamation Authority reserves the right to reject any and all bids, to waive informalities and technicalities, and to enter into such contracts as it deems to be in its best interest. The Authority reserves the right to defer acceptance of any proposal for 60 calendar days after the bids have been received and opened. Each bidder shall accompany its bid with bid security as defined in Section 26.8 of the Iowa Code and as specified by the jurisdiction. Copies of the contract documents will be available after May 19, 2026, from the electronic system or from the City Engineer's Office. Preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes. The bidder may not include sales tax in the bid. A sales tax exemption certificate will be available for all material purchased for incorporation in the project.
