The work consists of the turn-key design, engineering, environmental permitting, right-of-way acquisition, procurement, construction, and commissioning of a fully independent and redundant 69-kV electrical power system to support mission-critical operations at the Radford Army Ammunition Plant. The effort includes establishing a new 69-kV interconnection point on an active, utility-owned American Electric Power transmission circuit; constructing a new 69-kV transmission line from that interconnection into the installation, including a crossing of the New River; and constructing a new on-site 69-kV step-down substation. The new substation shall be designed for a minimum 50-year operational life expectancy and shall step down the 69-kV supply to 12.47-kV for plant-wide distribution, fully integrating with the existing 69-kV electrical loop and the installations SCADA system. All activities must comply with applicable utility standards, federal and state regulations, environmental requirements, antiterrorism and operational security requirements, and site-specific installation constraints, while minimizing disruption to ongoing operations. Construction is required to be completed within 36 months of contract award, with the overall objective of enhancing system resilience, ensuring continuity of operations, and providing reliable, flexible electrical power to all production and tenant activities.
