TIMELINE: The Township is seeking proposals from qualified consulting firms to complete a Swimming Area Feasibility Study with Preliminary Design Services for up to five potential waterfront locations. The assignment's purpose is to evaluate the technical, environmental, regulatory, and community feasibility of establishing a designated public swimming area at the Red Rock waterfront. The results will support Council decision-making and funding applications for implementation. The Project will be completed in two phases: - Phase 1: Desktop Feasibility Study and Site Selection - Phase 2: Field Investigations and 30% Preliminary Design (subject to approval and funding) Advancement to Phase 2 is contingent upon Council approval of Phase 1 recommendations and confirmation of funding. The objectives of this assignment are to: • Evaluate up to five (5) candidate waterfront locations; • Identify constraints related to shoreline conditions, ecology, safety, and permitting; • Undertake meaningful community and stakeholder engagement; • Identify up to two (2) preferred sites for Council consideration; • Provide preliminary costing to support funding applications; • Complete environmental and technical investigations for a single Council-selected site; • Prepare a 30% preliminary design package suitable for future detailed design and implementation planning Presentation to council February 2028.
