The Contractor will be responsible for providing all labor, materials, equipment, and transportation necessary for the removal and disposal or recycling of waste tires from cars, light trucks, semis, agriculture, and large off-the-road (OTR) vehicles from the St. Johns County Tillman Ridge Landfill and Stratton Road Landfill. The Contractor must collect tires from the Tillman Ridge Landfill at least once each month, and may be required to collect from Stratton Road Landfill on an as-needed basis. Collections must be conducted Monday through Friday between 7:30 AM and 1:00 PM, excluding County holidays. Collection schedules will be arranged by the County when the 40 cubic yard container is approximately 80% full, and the Contractor must collect within four working days of notification. If unable to meet the schedule, the Contractor must provide at least 72 hours' notice. Non-compliance with the schedule can result in formal notice or contract termination. Estimated annual quantity is approximately 400 tons or 1,000 tires per month. Tires may include those with or without rims; rims will not be separated by the County. Oversized agricultural and OTR tires with or without rims must be collected upon request. The Contractor must provide suitable open-top, industry standard vehicles (no personal-style vehicles) for top-loading by County equipment, and must replace disallowed equipment within 72 hours if required. The Contractor must comply with all relevant federal, state, and local regulations for transport and disposal/recycling, and use only licensed and permitted facilities. Vehicles must be weighed upon entry and exit, and weigh tickets must be provided. If in-house scales are unavailable, weighing must be done at the disposal/recycling facility and documentation provided to the County. If certified scales are unavailable, other mutually acceptable methods for weight estimation may be used.
