The project consists of replacing the existing four-inch (4”) water main within West Abbott Street with approximately 570 linear feet of new twelve-inch (12”) ductile iron pipe (DIP), including new valves, fittings, fire hydrants, service connections, and associated pavement restoration. The existing water main is to be abandoned in place. Additionally, 28 existing water service laterals are to be replaced with new three-quarter inch (3/4”) copper tubing, which will be connected to the new twelve-inch (12”) DIP pipe. The project is partially funded by a Federal Grant under the United States Environmental Protection Agency Community Grant Program, and all related grant conditions must be met. All bidders must submit bid security in the amount of ten percent (10%). The successful bidder will be required to execute the Agreement, provide a Performance Bond and a Payment Bond, and supply evidence of required insurance coverage. All contracts exceeding $10,000 must comply with Executive Order 11246 (Equal Employment Opportunity), as amended by Executive Order 11375, and as supplemented in Department of Labor regulations (41 CFR Part 60). Contractors must also adhere to the Nondiscrimination/Sexual Harassment Clause. Bidders and subcontractors must be qualified for the type of work specified and must submit prequalification documentation as outlined in Article 3 of the Instructions to Bidders. Any bid received after the stated time and date will not be considered. No bid may be withdrawn for sixty (60) days after the bid opening, unless allowed by law. The Authority reserves the right to waive any informality or to reject any or all bids, and to delete any item or portion thereof without affecting the remainder of the bid. The award of the contract and issuance of Notice to Proceed is contingent on the approval of the required bonds, agreement, and certificates of insurance.
