The Berkeley County Board of Education is seeking qualified firms to provide Architectural and Engineering (A/E) design and construction administration services for several 2026-2027 bond projects, which include: New Hedgesville Middle School, New Workforce Development/Career & Technical Education Center, additions and renovations to Martinsburg South Middle School, classroom additions and improvements to Rosemont Elementary School, cafeteria and kitchen improvements at Musselman High School, classroom additions and improvements at Hedgesville High School, cafeteria and kitchen addition/renovation at Tomahawk Intermediate School, Spring Mills campus road improvements, Musselman High School wrestling room and press box, and HVAC improvements to Martinsburg High School. Scope of services includes traditional design and construction administration, following School Building Authority policies. The A/E will support the county and SBA during the Planning Phase, and all services must be performed by qualified professionals in collaboration with county administrative staff. Instructions to bidders: - Submit a Statement of Qualifications (SOQ) addressing specific criteria: firm information, K-12 design experience, key personnel, project approach and capacity, and project references. - SOQ must not exceed twenty pages (excluding cover letter and resumes, but including the organizational chart), with resumes and reference letters attached as appendices. - Clearly indicate if qualifications are for all or selected 2027 Bond Projects, including proposed project sequencing and staffing approach. - Submit one original and three copies (four total), plus a digital version on a USB drive. - Follow the required format and labeling for submittals. - Failure to conform to requirements, including deadline, page limit, and format, may result in disqualification. - No direct or indirect contact with selection committee or Board members to influence selection; all questions must be submitted as directed. - If shortlisted, firms will interview and present comparable project experience, school safety, innovative educational design, and design uniqueness.
