New construction of a municipal facility in Washington, Pennsylvania. Completed plans call for the construction of a municipal facility.
Bids are being solicited for the construction of the new Washington County Public Safety Building. The project must be completed according to provided specifications, drawings, and the bid document in its entirety. Bidders must be fully qualified, experienced, and insured for projects of similar scale and scope. The project will be bid as a GMP (Guaranteed Maximum Pricing) with an associated PLA (Project Labor Agreement). The new Washington County Public Safety Building (PSB), located in downtown Washington and adjacent to key civic buildings, is a four-story facility designed to house critical public safety functions including the 911 Call Center, Sheriff's Office, and shell spaces that will allow for growth of programmed departments, or for the future addition of new ones. Including these shell spaces, the building has an occupied area of 65,630 square feet. Additionally, a below-grade secure parking garage is provided for County employee use, and is supplemented with miscellaneous storage, mechanical, utility and technology spaces required to support the building. The structure will replace the existing office tower and parking garage on the site, while maintaining uninterrupted operations within the adjacent 911 annex building throughout construction. The architectural design draws from its historic and contemporary neighbors, featuring a contextual material palette of cast stone veneer, brick, metal, and glass, highlighted by a signature two story glazed facade. A walkway will enable ease of pedestrian and County employee interface with the historic Family Courts Center to the east. All submissions must be delivered to the Office of the County Controller and must include one unbound, unstapled original and three copies. The bids must be accompanied by a 5% security in the form of cash, certified check, cashier's check, bank good faith check, other irrevocable letter of credit, or bid bond made payable to the order of Washington County. All bids must be in the requested format and comply with applicable laws, regulations, and specifications. Bids must be valid for a minimum of 30 days following the opening. The County reserves the right to reject any or all bid offers. Any requests for information or clarification must be submitted in writing to the designated project team contacts. Late submissions will not be accepted. Any requests for clarification are due to be received no later June 5th, 2026. Inquiries will not be accepted orally or via phone.
