Defence Construction Canada is inviting contractors to apply to be placed on a QRT source list for work required by the Department of National Defence at CFB Kingston for a period of three years from the date of source list establishment. Applications are accepted for Mechanical Contractor Services, including Commercial Steam, Oil & Gas Systems, Commercial Plumbing & Heating, and Heating, Ventilation and Air Conditioning. DCC may utilize QRTs for projects with an estimated value up to $500,000. Contractors must submit their application by email using the Source List application form. Application forms sent by fax or mail will not be accepted. Interested contractors may request to join the source list at any time, subject to terms and conditions. An administrative processing time of approximately 15 business days is required to be included in the source list. The language selected by the applicant for the QRT Source List will be the only language used for tender and contract documents and communications for the duration of the source list. This procurement is in accordance with the Canadian Free Trade Agreement tendering procedures. Although security clearance is not required to be added to the source list, tenders and contracts may contain organization and personnel security requirements. Typically, the organization security requirement will be Designated Organization Screening (DOS) and reliability status for personnel, but more stringent requirements may apply such as Facility Security Clearance (FSC) at the level of SECRET with approved Document Safeguarding and secret clearance for personnel. Contracts include measurable performance standards and requirements. A contractor that receives an unacceptable or failing score may be removed from this source list. The period of validity of the source list will be for three years as identified above, and no further notices will be given. Bidders may submit their application via email only and may request more information from the DCC site office by telephone or email.
