Work performed under this contract consists of the following: Clearing and grubbing, roadway excavation and embankment, full depth reclamation (FDR) of existing roadway (grinding and mixing existing pavement, underlying gravel and subgrade with cement and water), grading and compacting the FDR, precast concrete vaults, paving with hot mix asphalt, installing pavement markings upon the roadway surface, constructing gravel shoulders, reconstructing driveways, and associated work. This service is provided to Prime Bidders, Subcontractors, and Vendors bidding on this project. Bidders will need to Register as a Bidder through the BXWA in order to receive automatic e-mail notification of future addenda and to be placed on the Bidders List. Cowlitz County accepts no responsibility or liability and will provide no accommodation to bidders who fail to check for addenda and thereby submit inadequate or incomplete responses. It is the sole responsibility of the Bidder to obtain Addenda, if any. Addenda information will be available on the Online. All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashiers check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Cowlitz County. All documents received in response to this invitation to bid will become a matter of public record and subject to the Washington public disclosure act under chapter 42.56 RCW. In accordance with RCW 39.34.030, other public agencies may contract with the successful bidder with the unit prices in this Contract, provided that the successful bidder is willing. Cowlitz County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The Board reserves the right to reject any and all bids and to waive any immaterial irregularities or informalities in any bid or in the bidding.
