Either an original Certified Check, Official Check, Cashier's Check, or Bid Bond drawn to the order of the "City of Altoona" equal to ten (10%) percent of the amount of the bid must be submitted with the proposal. Note that the Bid Bond must be in effect for a period of sixty (60) days from the bid opening date. All proposals must be sealed and marked "SEALED PROPOSAL FOR STREET SIGN MATERIALS" and addressed to the Office of the City Clerk, 1301 - 12th Street, Suite 100, Altoona, PA 16601. If sealed proposal is submitted in another envelope, it must also be sealed and marked as aforesaid. Mayor and City Council reserve the right to reject any or all bids, to waive any informality not material to the bid, and to award the contract as may be deemed to be in the best interest of the City of Altoona. No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof.
