Site work and paving for a mixed-use development in Dubuque, Iowa. Completed plans call for site work for a transportation facility; for paving for a transportation facility; and water / sewer project.

Project will include: Construction of approximately 1,500 LF of mainline Taxiway A, reconstruction of a portion of Taxiway A3, construction of Taxiway B3, construction of entrance Taxiway A4, and construction of Taxiway U, U1 and U2. Approximate quantities include 12,150 SY of pavement removals, 45,500 SY of unclassified excavation, 23,000 SY of P-219 recycled concrete aggregate base course, 18,225 SY of P-307 cement treated drainable base course, 26,200 SY of P-501 concrete pavement, and 5,180 LF D-701 storm sewer installation. Each proposal must be accompanied by a bid guarantee in the amount of five (5) percent of the total amount of the bid. The bid guaranty may be by certified check or bid bond made payable to: Dubuque Regional Airport. Bids may be held by the Dubuque Regional Airport Commission for a period not to exceed 30 days from the date of the bid opening for the purpose of evaluating bids prior to award of contract. Award of contract will be contingent on receipt of Federal funding, and the awarded Bid may be held for 120 days before a contract is signed. The Dubuque Regional Airport Commission reserves the right to reject any or all bids or to waive any informalities or minor irregularities or to re-advertise for bids This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The Owner has established a contract goal of 0.00 percent participation for small business owned and controlled by qualified Disadvantaged Business Enterprises (DBE) due to USDOT's new rule requiring all firms to recertify with the Iowa DOT and Iowa DOT reevaluations not being complete at this time. Disadvantaged Business Enterprises are encouraged and shall have all opportunities to participate in the contract.
