The District may reject any or all proposals upon a finding it is in the public interest to do so and to rescind the award of any contract at any time before the execution of said contract by all parties with no liability against the District. The District will conduct the procurement in accordance with model rules the Oregon Attorney General has adopted under ORS 279A.065 (3). The Morrow County School District (District) invites written sealed proposals for a Construction Manager/General Contractor (CM/GC) for the remodel of the existing Heppner Jr/Sr High School building to convert it into a new K-12 campus in Heppner, Oregon. Remodel the existing Heppner Jr/Sr High School building into new K-12 campus: remodel the existing occupied Junior/Senior High School to transition the facility into a K-12 campus capable of serving 350 students with intentional student separation by grade levels, including creation of a new auxiliary gymnasium, and improvement to parking and onsite traffic flow. Schematic Design: 09/2026 - 12/2026 Design Development: 12/2026 - 03/2027 Construction Documents: 03/2027 - 06/2027 Bidding and Permitting: 07/2027 - 10/2027 Construction: 02/2028 - 06/2029 Substantial Completion: No later than June 29th, 2029 Final Completion: No later than July 31st, 2029 The projects represent a once in a generation opportunity for the District and, more importantly, for the students and communities the District serves; the District is seeking a Construction Manager/General Contractor (CM/GC) who will collaboratively partner with the District, Wenaha Group, SAJ Architecture and the broader Morrow County community to successfully complete the project in a transparent, team oriented approach. The District expects that representative(s) of the CM/GC will develop and maintain a cooperative team approach with all other parties associated with the projects throughout all phases of the work.
