The City of Oxford, Mississippi is requesting sealed proposals from qualified vendors for equipment and related services to implement a Flood Threat Recognition System (FTRS) as part of the HMGP Project DR-4576-0030-F. The project includes providing monitoring equipment and notification services for six stream locations within the city. The Base Bid covers equipment for rainfall and water-level monitoring, flow-velocity measurement, telemetry, solar power, battery backup, cloud-based monitoring, data storage, and automated alert notifications. Add Alternate No. 1 covers installation services, while Add Alternate No. 2 includes annual telemetry and cloud-based services for 10 years. Proposals will be evaluated based on technical approach, vendor qualifications and experience, price and long-term cost, product availability, implementation schedule, cloud platform and alerting capabilities, installation approach, support services, and proposal responsiveness. Minority and women's business enterprises are encouraged to participate as prime contractors or inquire about subcontracting opportunities. Proposals must be submitted electronically or as sealed hard copies clearly marked with the solicitation number and vendor’s name. Late proposals will not be accepted. Compliance with City, State of Mississippi, and federal procurement requirements is required. The City reserves the right to reject any or all proposals and waive informalities in the best interest of the City.
