Demolition, paving, renovation and addition to a mixed-use development in Carmichael, California. Completed plans call for the renovation of a clubhouse / community center; for the addition of a clubhouse / community center; 59,901-square-foot multi-residential development; for the demolition of a clubhouse / community center; for paving for a clubhouse / community center; 3,988-square-foot multi-residential development; multi-residential development; and multi-residential development.

SHARP is seeking a General Contractor to provide construction services related to the buildings' upgrades as necessary to ensure that the buildings will function over at least the next 15 years under a standard preventive maintenance program without the need for any major capital improvements to the properties or their major systems. The General Contractor will execute a contract for construction, manage the construction of the project, oversee the work of subcontractors, ensure quality and safety for project personnel and residents, manage the project budget and change process, work with SHARP project staff and other professionals, establish and implement a project schedule and phasing plan, and coordinate the relocation of tenants as needed. Construction services include securing all necessary fees, permits, licenses, and inspections other than the building permit which will be secured and paid for by SHARP. The contractor must develop a comprehensive site control and management plan, including safety measures, traffic and pedestrian management, crane operations, scaffolding, site access, and logistics. The contractor is responsible for responding to urgent or emergency situations, developing construction phasing in collaboration with SHARP staff, executing and managing sub-contractor agreements, maintaining the construction schedule, managing change orders, documenting the construction process, coordinating tenant move-ins, providing on-site project management and supervision, preparing and managing payment requests, and ensuring all subcontractors and suppliers are paid. The scope also requires the contractor to provide monthly progress reports, resolve any schedule or budget issues, obtain Certificates of Occupancy, provide final record documents and as-built drawings, organize warranty information and project files, and certify compliance with prevailing wage and labor standards. Exclusions and material substitutions to the project are not allowed. All work must be performed as specified or as otherwise directed by SHARP. The scope covers four multifamily residential properties, each receiving significant renovations, including construction of new community buildings, demolition of certain existing structures, upgrades to site accessibility, parking, and interior and exterior improvements to residential units and amenities. Proposals may be submitted for groups of properties as specified, but not for individual sites outside those groupings. The bid must include all general conditions, overhead, profit, insurance, and contingencies. Bidders must meet specified licensing, experience, and insurance requirements, and provide required bonds. Compliance with Section 3, Davis-Bacon prevailing wage, and labor reporting is mandatory. The work is subject to regulatory requirements associated with the project's funding sources.
