Project management services are required for the planning, administration, and oversight of a portfolio of infrastructure, construction, installation, and repair projects. Responsibilities include: conducting regular and ad-hoc status meetings; assuming management responsibilities for ongoing projects and ensuring continuity of records and decisions; developing scopes of work, project work plans, schedules, milestones, resource plans, and budget estimates; coordinating with stakeholders to define objectives and success criteria; identifying and mitigating project risks; overseeing design criteria and managing design review processes; coordinating with design consultants for construction documents; maintaining document control; coordinating permitting activities; preparing bid packages and facilitating procurement activities; evaluating bids, selecting contractors, and preparing contract documents; serving as the agency’s representative during implementation; coordinating construction management and inspection resources; monitoring contractor performance and adherence to schedule and budget; processing submittals, RFIs, change orders, and invoices; conducting and documenting meetings and progress reviews; facilitating final inspections and project closeout; ensuring handoff of documentation and O&M materials; and preparing closeout and post-project reports. Services also include site visits, regular reporting, and maintaining records in agency systems. The consultant shall not perform engineering design, construction, or serve as the inspector of record, but may review deliverables and oversee their preparation by others. Instructions to bidders: Examine all proposal documents thoroughly and ensure the ability to perform the required work in accordance with agency expectations. All questions and comments must be submitted through the designated E-Procurement Portal. Proposals, including a technical and separate cost proposal, must be submitted via this portal by the deadline. Withdrawal is permitted prior to the proposal deadline. Zone 7 reserves the right to reject proposals, negotiate terms, and award contracts to one or more proposers. Each proposal should include a summary, team organization, experience, and a detailed work plan. Include matrices of effort by personnel, references, and resumes for key staff. Adherence to the format and content requirements, as well as compliance with applicable laws and minimum qualifications, is mandatory. Awards may be made without interviews; if conducted, the proposed project manager must lead the presentation.
