**04 June 2026 - Amended to remove CMMC Requirements and add Technical Specifications.** W912EE - Up to Three (3) new Indefinite Delivery Contract for Engineering, Design and Associated Engineering Support Services for Bridge and Waterfront Facility Inspection for the Vicksburg District at Various Worldwide Installations This Pre-solicitation Notice is for interested firms to submit their SF 330 by 26 June 2026, 1600 hours, CST. Firms will be selected for negotiations based on demonstrated competence and qualifications for the required work. This is not a Request for Proposal. Professional engineering, design, and associated support services are required for the inspection, analysis, load rating, and design of highway, railroad, and pedestrian bridges, as well as waterfront facilities including piers, cargo areas, wharfs, bulkheads, docks, mooring dolphins, and related infrastructure. Services include initial, routine, special, underwater, and non-redundant steel tension member inspections, along with analysis and design for both military and civilian loads. Work encompasses multiple disciplines such as civil, structural, hydraulic, hydrologic, geotechnical, environmental, electrical, mechanical, surveying, mapping, computer-aided design and drafting, and architectural design. Tasks may involve studies, preparation of sketches and conceptual drawings, drafting, cost estimates, specifications, contract drawings, and detailed design analysis, using English and/or metric units. The contractor shall demonstrate expertise in bridge inspection in compliance with CFR Title 23 Part 650, AR 420-1, and ER 1110-2-111, as well as waterfront facility inspections in accordance with UFC standards. Capabilities must include bridge analysis such as load rating per AASHTO standards, scour analysis, military load classification, and advanced analytical modeling, testing, and evaluation techniques, including analysis of waterfront structural elements. The work also requires demonstrated experience in design and specifications for repair. The Method of Contractor Selection has not been determined at this Time.
