Demolition and site work for a municipal facility in Spokane, Washington. Completed plans call for the demolition of a municipal facility.
This project includes salvaging specified building materials and taking those materials to interested vendors or salvage companies, mitigation of lead and asbestos containing materials, removal and disposal of four structures and an inground hoist, capping utilities, site-work/grading, and cleanup. This local and state funded public works project consists of street and sidewalk improvements for new and existing bus stops. Work for the project includes traffic control, demolition, grading, concrete footings and flatwork, reinforced concrete platforms, electrical, landscaping, signage, and stop amenities installation. Four structures on the 1300 block of West Boone Avenue in Spokane WA. Structure #1 & #2: 1302 W. Boone Avenue (Multifamily structure and garage) Structure #3: 1308 W. Boone Avenue (Multifamily structure) Structure #4: 1310 W. Boone Avenue (Multifamily structure) State of Washington prevailing wage rates apply. No bid may be withdrawn after the due date and time unless the contract award is delayed for more than 90 days. Minority and Women's Business Enterprise (MWBE) contractor and supplier participation is encouraged but not mandatory. Veteran-owned businesses may also be utilized. The successful bidder must comply with all federal, state, and local EEO laws and regulations. The project shall generally consist of: o Assist with and abide by all applications, permits, notices of Intent needed for the project. This includes the City of Spokane Demolition Permit, Spokane Regional Clean Air Agency Notice of Intent Permit for Demolition and removal of asbestos and lead, and Pre-Deconstruction forms required by Historic Preservation. o Ensure that all subcontractors have read and understand the requirements of the project. Include the project plans, this invitation for bid and any addenda issued in subcontracts. o Carefully salvage building elements as listed on the plan sheets and deliver to a salvage destination. o Provide the entity name, location and receipts for salvaged items to Owner for the project record. The receipts must also be included with the Historic Preservation forms. o Perform required asbestos & lead remediation and legally dispose of hazardous materials. Refer to the lead and asbestos reports provided for each facility. o Cut/cap/terminate all on-site utilities as shown on the project plans o Contractor to include in their bid the obtaining and cost of the capping permits. o Following City of Spokane demolition and Spokane Regional Clean Air requirements, demolish structures and legally dispose of all materials. See Instructions to Bidders Section 002100 part 1.3.B for pricing instructions related to utility hookups. Once all debris is removed, safely slope (2H:1V) in ground basement hole(s). Slopes must be compact and trenches associated with utility terminations must be compacted, structurally, to 95% Modified Proctor (ASTM D1557). o Remove the in-ground hoist adjacent the garage at 1302 W. Boone Avenue. o Removal to be done with STA's Environmental Consultant present. o For bid pricing, assume the lift is approximately 12ft long, 10ft wide and 4ft deep. Allow soil sampling by the Environmental consultant and a minimum of 10 days in the schedule for laboratory results and determination of next steps. Any next steps other than backfilling the hole will be dealt with in the field via change order. Include in your bid 20cy of select gravel borrow fill compacted structurally in lifts to 95% Modified Proctor (ASTM D1557). o Disposal of demolition debris and other non-useable items on a regular basis. Do not allow debris to accumulate. Do not leave food waste to attract rodents. o Compliance with all OSHA and WISHA requirements o Maintain a secure state for all areas used or controlled by the Contractor. STA is currently renting the fence enclosing the site. The contractor may reconfigure the fence to allow for the work and securement each night, however, must also protect the fence from damage. Any damage sustained must be repaired/replaced immediately at the Contractors expense. o Provide a hazard free project site.
