The scope of work contemplated for the above - named project includes the security improvements within the Administration building , including the installation of wall partitions , interior doors , cabinetry and safety glass to separate the Authority's workspace from the area of public access and finishes that include flooring and wall painting . The Contractor shall provide access during construction for employees and customers . Note this is a working utility and the Contractor will need to coordinate all activities accordingly . Separation of the work area from the working office area will be required . Questions received after this time will not be addressed . This Contract includes the need to complete this work within sixty days ( 60 ) from the Notice to Proceed . Also , Bid Packets must be accompanied by a Statement of Consent of Surety from a surety company holding a Certificate of Authorization to do business in the State of New Jersey and either a Bid Bond or a Certified Check drawn to the order of " Township of Middletown Sewerage Authority " for not less than ten percent ( 10 % ) of the total bid price amount , except that the check shall not exceed $ 20,000.00 . The successful Bidder is hereby notified that a Performance and Payment Bonds for the full amount of this Project is required . The Township of Middletown Sewerage Authority intends to award this Project to the lowest responsible and responsive Bidder in accordance with applicable law . Township of Middletown Sewerage Authority reserves the right to reject any and all Bid Packets to the extent permitted by law . An award will be made , or Bid Packets will be rejected within sixty ( 60 ) Calendar Days after the opening of the Bid Packets .
