Site work and paving for a civil project in Middletown Township, New Jersey. Completed plans call for site work for a water / sewer project; road / highway; and for paving for a road / highway.

The Project consists of The construction of approximately 7,400 LF of new 24-inch DR9 DIPS HDPE Sewage Force Main, 2,300 LF by open cut, 5,100 LF by horizontal directional drill, and 100 LF by jacking. The alignment parallels an existing Force Main which shall remain active as specified. Work includes all appurtenance and miscellaneous work as shown, specified or required. The work is located in Middletown, New Jersey. Work includes coordination/permitting with NJ Transit, jacking under NJ Transit Tracks , and construction of a gravel access road on the active NJ Transit ROW. All work on this contract must be completed within 365 calendar days from issuance of a Notice to Proceed . Work within the railroad ROW requiring flagmen shall be limited to 170 flagman -days. Bidders will be furnished with a PDF copy of the Contract Documents upon proper notice to the above e - mail address . In the e - mail message, the contractor shall indicate if they request an electronic ( PDF format) or paper copy. Electronic copies will be provided via email at no charge. Paper copies will be available by request upon payment of a non - refundable charge of $250 payable to Colliers Engineering & Design Inc. (DBA Maser Consulting) to defray the cost thereof. Proposals must be made on the standard proposal forms included with the Contract Documents in the manner designated in the Contract Documents, must be enclosed in sealed envelopes bearing the name and address of the bidder and the name of the project on the outside and be addressed to the Township of Middletown Sewerage Authority at the address noted in the first paragraph, and must be accompanied by a statement of consent of surety from a surety company authorized to do business in the State of New Jersey and acceptable to the Owner and either a bid bond or a certified check drawn to the order of the Township of Middletown Sewerage Authority for not less than ten percent (10%) of the amount bid , except that the check shall not exceed $20,000.00. The successful bidder is hereby notified that a performance bond and labor and material (payment) bond for the full amount of this project is required . The award of the Contract for this project will not be made until the necessary funds have been provided by the Owner in a lawful manner. The Owner or the Engineer reserve the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily completed work of the nature required before awarding the contract. Proposals for this contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract Documents. The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Owner, except as to those items which are deemed mandatory and non -waivable set forth in N.J.S.A. 40A: 11-23.2 . Further, the Owner reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the Owner which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications . The successful bidder shall be required to comply with all applicable statutory and regulatory requirements , which include but are not limited to the affirmative action requirements of P.L. 1975 , c . 127, N.J.S.A. 10 :5-31 et seq . and N.J.A.C. 17 :27-1 et seq . This contract or subcontract is to be funded in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust . Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of their departments , agencies or employees is, or will be, a party to this contract or subcontract or any lower tier contract or subcontract. This contract or subcontract is subject to the provisions of N.J.A.C. 7: 22-3 , 4 , 5 , 9 and 10. The surety bonds must be written by surety companies listed on Department Circular 570 according to N.J.A.C. 7 : 22-3.17 (g) . Bidders will be required to comply with the public disclosure provisions of N.J.S.A. 52 : 25-24.2 . In accordance with the provisions of N.J.S.A. 58 :11B - 26, N.J.A.C. 7:22-3.17 (a ) 24 and 4.17 ( a)24, the contractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7 : 22-9 . The project or contract is funded in part by New Jersey wastewater treatment financing programs and the successful bidder must comply with all the provisions of N.J.A.C. 7 : 22-9.1 et seq . for the participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals . N.J.A.C. 7:22- 3.17 (a ) 24 , 4.17 ( a ) 24 , 6.17 (a ) 24 and 7 :22A-2.4 ( a ) provide that a goal of not less than 10 percent be established for the award of contracts to small business concerns owned and controlled by one or more socially and economically disadvantaged individuals. The goal of 10 percent applies to the total amount of all contracts for building, materials and equipment , or services (including planning, design and building related activities) for a construction project . The project sponsor has identified that the SED utilization goal for this project is 10 percent . Awards will be made only to socially and economically disadvantaged business concerns that are certified by the New Jersey Commerce, Economic Growth and Tourism Commission , the New Jersey Department of Transportation , the Port Authority of New York and New Jersey, New Jersey Transit or other agencies deemed appropriate by the Office as eligible minority businesses or female businesses. The invitation to bid is on an unrestricted basis whereby the successful bidder must fulfill the SED utilization requirements . Contractors shall meet these requirements by subcontracting portions or the work to SEDs . Contractors also have the option of establishing unrestricted bidding procedures to fulfill the 10 percent SED utilization requirement for the project . *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
