This project is subject to Prevailing Wage Rates , Truck Rentals , and Veteran - Owned Small Business , Equal Employment Opportunity Provisions , Buy American Iron and Steel Provisions , and Build America Buy America . Because this project includes federal funding , participation goals are governed by the USDOT Disadvantaged Business Enterprise ( DBE) program . During the current DBE certification reevaluation period , no DBE participation goal will be set . State Targeted Group Business (TGB) goals do not apply to federally funded contracts and are therefore not included .
