The purpose is to obtain the services of a qualified vendor for the procurement, furnishing, and delivery of two (2) complete and operable low voltage switchboards for a wastewater treatment plant's backup generators. The selected vendor must provide all necessary equipment, materials, transportation, and services required for delivery, including fuel, power, and essential communication capabilities to ensure proper operation and integration. Required is the delivery of complete and operable switchboard assemblies and ancillary equipment, as well as necessary training and instruction on installation and setup services post-delivery. The scope includes furnishing a generator output switchboard (SWBD-GEN) and a distribution switchboard (SWBD-DIST) as part of the facility’s backup power system. The generator output switchboard will combine outputs from three diesel generators and provide a permanent portable generator connection as per the National Electrical Code. The distribution switchboard will house an Automatic Transfer Controller to manage power switching during utility outages. Compliance with all relevant federal, state, and local regulations is required, including but not limited to applicable sections of 2 CFR Part 200, 24 CFR Parts 1, 6, 75, 85, and various 570 sections. Affirmative steps must be taken to use small and minority businesses, women’s business enterprises, and labor surplus area firms when possible. The contractor must comply with all grant terms and conditions, execute performance as required, be bound by applicable laws and the agreement, and hold the Florida Department of Commerce and City of Homestead harmless against claims arising from the contractor’s performance of work.
