Booster Station Improvements, including all construction work and materials, must strictly adhere to the Contract Documents provided. The contract will be awarded to the lowest responsible and responsive bidder, with the Owner holding the right to correct minor clerical bid errors, reject any or all bids, and refuse conditional bids. Each bidder must submit an original bid to the Owner, accompanied by a certified or cashier's check or a Bidder's Bond for 5% of the bid amount as a guarantee to fulfill the contract and provide required bonds. A sworn statement that no collusion has occurred among bidders must be included. Construction, Maintenance, Payment, and Statutory Payment Bonds covering 100% of the contract price are required, secured from a Corporate Surety licensed in Oklahoma and approved by the Owner and Consulting Engineer. The Maintenance Bond covers repair of faulty materials or workmanship for one year after acceptance. The project is funded via USDA Rural Development and must comply with all related federal requirements, including RUS Bulletin 1780-26, American Iron and Steel requirements, and Build America, Buy America Act provisions. Bidding documents are available on the designated website; all addenda and bid information are provided there. Bids must remain valid for 30 days after bid opening. Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing online . Questions received less than seven days prior to the date for opening of Bids may not be answered .
