This project includes the installation of water main on three separate residential streets: SW Sunset Ave, SW Venture St, and SW Wheeler St. The project also includes the installation, reconnection and/or relocation of water services and hydrants. This project must be completed by September 1st so that a previously scheduled paving project may occur on these streets. Bids must be completed on the bidding forms provided, in the manner prescribed in the bidding documents and accompanied by a 5% bid security in favor of the City of Cascade Locks. Each bidder must indicate in the space provided on the Bid Form, whether they are a Resident or Non-Resident Bidder pursuant to ORS 279A.120. The bid must include a statement that the provisions of ORS 279C.800 through 870 are to be complied with and the higher of either Federal Davis Bacon or Oregon Prevailing Wage Rates are included in the bid prices. Only bids for which a disclosure form identifying all first-tier subcontractors is submitted within two (2) working hours of the bid closing will be considered responsive. Contractors need not be licensed for asbestos handling per ORD 468A.720 to complete this project. The City of Cascade Locks reserves the right to reject any or all bids not in compliance with all prescribed public bidding procedures and requirements, may reject for good cause any or all bids upon a finding of the agency it is in the public interest to do so, and may waive all informalities. No bidder may withdraw or modify their bid prior to the lapse of thirty (30) days after bid opening. Pre-qualification requirements: Bidders must be pre-qualified with the owner or engineer in order to submit a bid. No bid shall be received or considered unless the Bidder is registered with the Construction Contractors Board as required by ORS chapter 701.021.
