Question Deadline 06/09/2026 at 12:00 PM CT -- Questions regarding the RFP must be received at least 96 hours prior to bid opening. All questions must be in writing and sent via email to sbraun@ellisco.net. Ellis County, Kansas is accepting proposals to upgrade and replace Jail and Law Enforcement Center Video Surveillance and Access Control equipment and components at the Law Enforcement/Detention Center, 105 West 12th Street, Hays, Kansas. Contractors must complete at least one on-site visit, not including the pre-bid meeting. Submissions must be received in a sealed envelope labeled "RFP - 2026 - Security Control System." All questions regarding the proposal must be submitted in writing via email and will be shared with all respondents. Ellis County , Kansas is requesting proposals from qualified system integrators to design , furnish , install , configure , test , commission , and support a comprehensive Integrated Detention Control System (IDCS ) for the Ellis County Law Enforcement / Detention Center . The project will replace and modernize the facility's detention control infrastructure including door control , intercom communications , video surveillance , and access control systems . The County seeks a fully integrated and scalable platform that improves operational efficiency , security , and officer safety . System Backbone Industrial -grade PLC control systems (Allen -Bradley , Omron , or equivalent ) with redundant processors. Door Control o Monitoring of door position switches (DPS ) Lock status monitoring o Remote door release and override capability Intercom Stations o Vandal -resistant intercom stations are integrated with the control system . Camera Logic Event -driven video automatically displays associated camera feeds when intercoms or o doors are activated . Logging Full forensic audit trails for door releases, alarms , operator actions , and system events . UPS Backup o Minimum 8-hour UPS backup for control electronics .
