Site work and renovation of a detention facility in Ionia, Michigan. Completed plans call for the renovation of a detention facility; and for site work for a detention facility.
The Michigan Department of Corrections (MDOC) is requesting professional design and construction administration services to produce a construction bid package for the conversion of Unit B from a Level 2 housing unit to a Level 4 housing unit. The scope includes site planning and renovations around the housing unit, including new control fencing, pedestrian and vehicle access gates, concrete paving, exercise modules, a basketball court, phones, and other site amenities and security items. The contractor is to secure a topographic survey and several soil borings as needed for exterior improvements. Interior planning and renovations involve improvements such as a medical dispensary, classrooms, interview modules (mesh enclosures), religious cell conversion, storage requirements, minor HVAC, lighting and power adjustments, fire alarm system adjustments, and emergency lighting adjustments. Individual cells are not expected to be upgraded at this time. Any additional security lighting, cameras, or computers required for the project will be provided through existing contracts. Interior architectural revisions and finish restoration will be kept to a minimum. The project includes two separate phases: Phase 1 for exterior improvements and fencing, and Phase 2 for interior renovations and improvements. These phases will operate under the same project number and funding sources, with two separate bid packages and construction projects running nearly concurrently. Proposal responses must be uploaded to SIGMA VSS, with the total cost for all phases entered as the bid amount. Firms should combine their technical and cost proposals into one attachment. Attachments cannot exceed 25 MB. Do not submit proposals shortly before the deadline; late submissions will not be accepted. If specifically requested by contract specialists, proposals may be emailed with proper documentation and advance approval, but must still be received before the deadline to be considered.
