Description : I-15; Santaquin to Payson The Utah Department of Transportation (UDOT or the Department) is soliciting Letters of Interest (LOI) from companies interested in providing Design-Build (DB) Services for the I-15; Santaquin to Payson Project. An LOI is mandatory for any proposer’s principal participant intending to submit a proposal on this project. The Department is seeking DB teams that are committed to quality and have extensive and proven experience with roadway engineering and construction, geotechnical engineering, structural engineering and construction, maintenance of traffic design and implementation, and third-party coordination and relocations of the nature anticipated on this project. The Department expects to see interested proposers who will bring innovative DB approaches to achieve the project goals, and are willing to partner with the Department for the mutual success of the project. Lead principal participants interested in providing DB services who wish to be included on the distribution list and considered as a potential proposer must complete and submit an electronic Letter of Interest form prior to 5:00 PM MDT on June 25, 2026. Designers and other sub-consultants do not need to submit an LOI The project will generally consist of: Widening approximately ten (10) miles of I-15 mainline from south of Santaquin City to Payson City. Reconstructing various bridges within the Project limits. Reconstructing the I-15 Santaquin Main Street interchange to include frontage road realignment, ramp and signal improvements, and construction of a shared-use path. Widening Santaquin Main Street and constructing other improvements to local street connections and business access. Coordinating with third parties, identified cities and counties, and other stakeholders. The Department anticipates issuing an RFQ on approximately July 9, 2026 Information regarding the RFP may be distributed to proposers sometime after October 2026.
