The work includes furnishing all labor, tools, materials, equipment, transportation, and services required for construction of the chip seal project. This consists of the following items: mobilization; obtaining all bonds and insurance; removal of all dirt, debris, and vegetation on all roadways designated to be chip sealed and fog coated; installation of chip seal coat materials with fog seal on the roadways specified by the Nephi City Streets Superintendent. The approximate quantity of chip seal and fog coat is 720,000 sq. ft. of various roads. Each bid shall be prepared and submitted on the prescribed Bid Form with required attachments and accompanied by a Bid Security payable to Nephi City in an amount not less than five percent (5%) of the bid amount. The successful bidder will be required to furnish Performance and Payment Bonds, each for no less than one hundred percent (100%) of the full contract price. Bidders must be licensed in the State of Utah for an amount equal to or greater than their bid and for the type of work required at the time of bidding and throughout the contract period. Bidders must comply with all applicable governmental and local agency requirements. The owner reserves the right to reject any or all bids and to determine the lowest responsive bid, waive informalities, and delete certain items listed in the bid as set forth therein. Bids received after the deadline will not be considered, and no bid may be withdrawn after submission or before contract execution unless the award is delayed for more than sixty calendar days. The Project is located approximately 80 miles south of Salt Lake City, Utah. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
