Provision of Combined Sewer Overflow (CSO) Monitoring and Reporting Services for an initial contract term of three years, with an option for extension on a month-to-month basis. Mandatory requirements include a minimum of five years’ experience with flow monitoring equipment and data analysis in sewer applications, demonstrated ability to support web-based monitoring systems, installation and operation of equipment with cellular connectivity for near-real time data transmission, and a local field crew able to respond to outages within five days. Bidders must provide detailed responses on understanding of the project and deliverables, team structure and qualifications, approach and methodology for CSO monitoring, equipment proposed, capability to provide services, and past performance on similar projects. Additional instructions require details about Indigenous participation, supplier diversity, employment equity, insurance, compliance with supplier code of conduct, and disclosure of any potential conflicts of interest or use of subcontractors.
