The City of Portsmouth is seeking an experienced and qualified firm or team of firms to create two trailhead facilities on city-owned land connecting users to the New Hampshire Seacoast Greenway. One facility will be located along Borthwick Avenue and another on Banfield Road. The project includes the construction of paved parking areas for trail users, installation of concrete pads and enclosures for portable restrooms, bicycle racks, trailhead kiosks and wayfinding signage, landscaping, and a seating area. The project is funded through the New Hampshire Housing and Urban Development (HUD) grant program. As such, all work must comply with HUD grant requirements, including procurement, reporting, documentation, labor compliance, and other relevant administrative and regulatory obligations. Engineering and design services for two trailhead facilities on City-owned parcels: a 17.5-acre site located at 445 Borthwick Avenue and a 7-acre site located at 850 Banfield Road. These facilities will provide access to the New Hampshire Seacoast Greenway. Each trailhead will include paved parking areas for trail users, concrete pads and enclosures for portable restrooms, bicycle racks, accommodation for horses and horse trailers, railhead kiosks and wayfinding signage, landscaping and a seating area. Deliverable Tasks TASK 1 - WETLAND FLAGGING AND SURVEY: The consultant will utilize the City's GIS and tax maps in addition to providing boundary and topographical survey as well as survey of all existing site conditions including but not limited to structures, easements, observable landmarks (i.e. edge of road, centerline, driveways, sidewalks, buildings, trees, structures with inverts, etc.) and utilities. The survey and datum will need to be tied into the New Hampshire State Plane Coordinate System. The consultant shall investigate and determine the existing property boundaries and show them on the plan. Prior to the survey commencing, the Engineer shall locate and survey all probable locations for drainage opportunities. The consultant will need to provide wetland mapping (by a New Hampshire certified wetlands scientist) of all areas in which permitting will be required. After wetland mapping is complete, the consultant shall field locate all wetland flags and additional topography as needed. TASK 2 - ENGINEERING STUDY AND CONCEPTUAL PLAN: The Consultant will perform an engineering study in order to determine the appropriate design of the trailhead facilities. The Consultant shall also provide a drainage study of the area to determine any required drainage design for the project. The Consultant should use the data acquired in the Engineering and Drainage Studies to compile conceptual plans for presentation to City Staff which should show multiple design alternatives. After approval of the conceptual plans by City Staff, the consultant shall develop colorized graphic conceptual plans
