Construction of at least one and up to three, 6-inch diameter vertical groundwater wells for a community water system. *The value for this project is based on a financial range of $250,000 and $500,000. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Questions Prior to the Deadline for Receipt of Bids: All questions shall be addressed in writing and directed to the Procurement Officer. The deadline for submission of questions is 10 days prior to the ITB deadline. This will allow time for an addendum to be issued if one is required. It will also help prevent the opening of a defective proposal. No questions other than written shall be accepted and no response other than written will be binding upon VSW, an addendum will be published and issued to all offerors by email. Scope of Work: A contractor to furnish all labor, equipment, and materials for the construction of at least one (1) and up to three (3), 6-inch diameter vertical groundwater wells for a community water system and shall be based on the Final Well Drilling Plan Revision 1 for Tanana Water Source Improvements prepared by DOWL in June 2026 and the Technical Specifications. Award will be made on the basis of the base bid plus alternates, in the order listed and to the extent of available funding. Additive Alternate work will be authorized only upon written direction of the Engineer and in accordance with Section 1.2 Work Sequencing of the Technical Specifications. This shall include the following: 1. Mobilizing, demobilizing, to include acquiring a barge for transportation of the drill rig (if in the summer). o Mobilization between sites may involve gravel roads and short sections of undeveloped tundra (<100 feet), with no site more than one mile apart. 2. Site cleanup and furnishing "rig mats" as needed for transport, staging, and drilling activities. 3. Drilling and installing 6-inch diameter steel cased well(s) using drilling equipment meeting the requirements of Section 00-00-01 and the Tanana Well Drilling Plan dated June 2026. o Up to two (2) more well(s) may be needed in the event the first exploratory well requires abandonment due to adverse drilling conditions or lack of/non-acceptable groundwater. o Each well is expected to be approximately 60 feet deep, penetrate the unconsolidated water-bearing sand and gravels, and end at the top of the underlying bedrock or a significant confining unit such as silt or clay. If required, the well will be drilled into the confining unit up to 10 feet to provide space for a sump below the well screen. o The first 20 feet of drilling for each well may require inspection by a certified archeologist provided by the Engineer. Drilling shall proceed at a rate determined by the archeologist that shall not exceed six hours per well. The Engineer will monitor and direct drilling and required pumping tests, which may require standby for consultation with the owner or additional request for water and soil sampling. o Sediment or drill cutting samples shall be collected at a minimum of every 10 feet and at all distinct changes in lithology. These samples shall be properly labeled with well ID and collection depth and stored in a manner that preserves sample integrity. o Perform a minimum of two (2) and up to five (5), well pump tests. Each test to include a 24-hour constant rate pumping test and a 3-hour cumulative step-rate pumping test (1 hour per step).Any well not accepted for completion due to insufficient capacity (minimum of 15 gpm or as directed by the Engineer), unsatisfactory chemical or bacteriological quality, poor well alignment, loss of tools, or any other cause as determined by the Engineer shall be abandoned in accordance with ADEC regulations and AWWA requirements. 4. The contractor shall not be responsible for site access coordination, staking of well locations, drill pad clearing, or gravel pad construction. These tasks will be completed by the Tanana Tribal Council and the Engineer, as required. 5. Contractor shall coordinate with the Engineer to confirm site readiness and verify well locations. 6. Too'gha Well Rehabilitation (Additive Alternate). rehabilitation work shall include: o Temporary removal of the well pumping equipment. o Mechanical agitation using brushing, surging with air, and airlift removal of dislodged material. o Surging and sediment removal by air lift shall continue until suspended solids are 2 ppm (by volume or less or a maximum of 3 hours). o Pitless adapter shall be temporarily capped to prevent debris entry into the underground pipeline outside of the well. o Perform a post rehabilitation downhole camera survey and submit it to the Engineer for review. o Conduct a field assessment of the current pump, drop pipe condition, and electrical parameters for possible performance issues and report findings to the Engineer. The pump is anticipated to be a Grundfos Model 25S15-09; 1.5 HP motor.
