East Side Health District invites qualified and licensed roofing contractors to submit sealed bids for a roof repair/replacement project. The scope of work includes inspection, provision of materials, labor, and all associated cleanup. Contractors must demonstrate experience with commercial TPO/EPDM systems, including installation, insulation systems, and commercial flashing details. Contractors must provide a comprehensive scope including, but not limited to: 2.1 Existing Roof Removal o Remove all existing roofing materials down to the structural deck. o Legally dispose of all debris off-site. o Protect building occupants and operations during removal. 2.2 Deck Inspection & Repairs o Inspect entire roof deck for rot, corrosion, or structural damage. o Provide unit pricing for deck replacement (per sq. ft.). o Document all damaged areas with photos. 2.3 New TPO/EPDM Roofing System Provide a complete TPO/EPDM system meeting or exceeding the following: o Membrane: 60-mil O (contractor to propose both options). o Attachment: Fully adhered or mechanically fastened (specify method). o Insulation: Polyiso insulation to achieve minimum R-30 (or higher per code). o Cover Board: 1/4" or 1/2" high-density cover board. o Flashing: Flash all penetrations, curbs, parapets, and edges. o Walk Pads: Install TPO/EPDM walk pads at all serviceable equipment. 2.4 Drainage & Water Management o Evaluate existing drainage for ponding. o Replace or rework drains, scuppers, and downspouts as needed. o Provide recommendations for improved drainage performance. o Include pricing for new drains as alternates. 2.5 Sheet Metal & Edge Details o Replace all coping, edge metal, counter-flashing, and termination bars. o Sheet metal must comply with ANSI/SPRI ES-1 standards. 2.6 Safety & Compliance o Provide a site-specific roofing safety plan. o Comply with OSHA, Illinois state regulations, and East Side Health District policies. o Maintain safe access and egress for staff and visitors. 2.7 Warranty Requirements o 20- or 25-year NDL (No Dollar Limit) manufacturer warranty covering labor and materials. o 2-year minimum contractor workmanship warranty. o Provide sample warranty documents with proposal.
