Site work for a water / sewer project in Siloam Springs, Arkansas. Conceptual plans call for site work for a water / sewer project.

The selected consultant will use existing City studies, models, and planning documents to support the implementation of water and wastewater impact fees and to develop a coordinated 5-year Capital Improvement Plan (CIP). The work includes compiling and summarizing information about current infrastructure, confirming objectives for implementing impact fees, defining the scope and limitations, and identifying assumptions where data is incomplete. The consultant will collect, review, and synthesize various planning and technical documents, evaluate their consistency and reliability, and identify material limitations or data gaps. A 5-year CIP will be developed, focusing on projects required for anticipated growth, clearly separating growth-related capital improvements and non-growth-related projects. Projects will be prioritized based on capacity needs, regulatory or operational drivers, and timing of anticipated development. Planning-level cost estimates and project timing will be developed for inclusion in the CIP, clearly distinguishing projects serving existing demand from those for new development. The consultant will develop a legally-compliant impact fee methodology, allocate growth-related capital costs to new development, determine service units, and calculate impact fees for water and wastewater facilities and systems. All supporting documentation and editable calculation models will be provided. The consultant will review how impact fee revenues align with planned capital needs, identify funding gaps or timing mismatches, and coordinate impact fee revenue projections with the proposed CIP. Assumptions regarding growth rates, timing, funding sources, and financing must be documented. Stakeholder coordination includes working with City staff, facilitating working sessions, presenting recommendations, and coordinating implementation considerations. Compliance with all applicable legal requirements will be ensured, with guidance on adoption procedures provided. A methodology and fee schedule relating the impact of new development to the costs of growth-related facilities will be developed. Reporting and deliverables include a Phase 1 Technical Memorandum and Final Report with all supporting documentation, editable models, and tables; clear identification of growth- vs. non-growth-related projects; and narrative sufficient to assist in ordinance preparation. Implementation support during the adoption process and reasonable post-adoption clarification are required. All work products become the property of the City upon completion or payment. Completion of the study does not obligate the City to adopt or implement any impact fee program, and the City retains sole discretion on implementation.
