Electronic Bid Proposals are to be submitted via the Bid Express website using provided electronic forms. Bidders must not submit paper or fax copies. Project plans can be reviewed and printed for free with registration at Bid Express, but submitting a bid requires an electronic signature or digital ID and a fee or subscription. A hard copy of minimum specifications is available for viewing at the Hancock Regional Planning Commission. Each bid must include a Bid Bond in the form of a Cashier's Check, Certified Check, or Letter of Credit payable to the Hancock County Commissioners in an amount equal to five percent (5%) of the bid, or a Bid Guaranty and Contract Bond for one hundred percent (100%) of the bid. A Performance Bond for one hundred percent (100%) of the contract price is required as part of the contract. Bidders must pay special attention to all requirements, especially Federal Labor Standards, Davis Bacon Wages, insurance requirements, equal opportunity provisions, and the payment and performance bond requirement for 100% of the contract price. Bids may be withdrawn prior to the scheduled closing time for receipt of bids but may not be withdrawn within 30 days after opening. The County reserves the right to reject any or all bids, waive irregularities, and accept the most favorable bid.
