Waukesha County is soliciting proposals from qualified firms to provide design plans and address system functionality requirements for the replacement of the current analog Jail Audio Communication System. The County desires a digital audio solution with increased capabilities without losing any current functionality. The selected firm will provide complete detailed design drawings, as well as functional and technical specifications of the new digital system. As a separately priced option, the county is also interested in replacing the entire PLC system in the jail, provided this is financially feasible and deemed desirable by county staff. The contractor will identify the technical infrastructure required to upgrade the current analog system with a digital system and provide an estimate of the total cost of ownership for the system for a ten-year period. The same is required for the optional replacement of the entire PLC system, which should be submitted as a separate cost proposal. The proposed solution must work within the current inmate security software systems, including retaining the ability for Avigilon camera call ups that are interfaced to the current WonderWare system. The county seeks the addition of a data historian feature to its PLC system. Duress alarms, allowing jail staff to wear alarms that interact with WonderWare and show their location throughout the jail, must also be included. All hardware and software needed for the system to function as proposed must be included in the proposal. The contractor will be designing and implementing this new audio system and, optionally, the PLC system, following the same design and implementation requirements as for the audio portion.
