Renovation of a power facility in Regina, Saskatchewan. Completed plans call for the renovation of a power facility.
SaskPower is preparing to initiate competitive solicitation for a Powerhouse General Contractor (GC) for SaskPower's Coal Life Extension Project, a multi-year, multi-unit full refurbishment project for all 7 of SaskPower's existing coal fired generating units. Five units are in the Estevan region at Shand and Boundary Dam Power Stations, and the remaining 2 units are in the Coronach region at Poplar River Power Station. The delivery project will undertake 1 unit refurbishment per year starting in 2030 until all units have been life-extended, using an Engineering Procurement Construction Management (EPCM) delivery model for the main powerhouse refurbishment. SaskPower will engage a multi-disciplinary EPCM and a separate GC in master agreements for the full powerhouse portion, with each unit delivered in a 2 phased Early Contractor Involvement (ECI) approach. The GC will be engaged in the design phase to review EPCM designs for efficiency and constructability and develop detailed construction work plans and cost productivity estimates. Post-design, the GC will undertake refurbishment or replacement of required powerhouse systems per the completed design, including boiler feed water systems, high-pressure steam piping, control systems, protections system, steam generator and turbine systems, low and medium voltage systems, air systems, electrostatic precipitator systems, water treatment plant, and general balance of plant systems. SaskPower and the EPCM will procure engineering equipment and major systems while the GC will undertake general materials procurement and subcontracting of support services as required. SaskPower will seek responses from established and experienced GCs that have delivered successful projects of a similar nature. The competition will start with a Request for Supplier Qualifications (RFSQ) phase to qualify respondents for a subsequent closed Request for Proposal (RFP) process. Participation in both EPCM and GC procurements is allowed but SaskPower does not intend to award both contracts to the same proponent or related entities.
