Prime Contractor shall meet or exceed three-percent (3%) Small-Local Business Subcontractor Participation Requirement. The prime contractor must submit a Small-Local Business Utilization Plan demonstrating that it will either meet or exceed a 3% Small-Local Business Subcontractor Participation Requirement or is exempt. The contractor must provide periodic reports to the County of amounts paid under the agreement to each Subcontractor and indicate whether each subcontractor qualifies as a Small-Local Business. There are specific requirements concerning the Working Families Ordinance (WFO) and compliance with California Air Resources Board (CARB) In-Use Off-Road Diesel-Fueled Fleets regulations. Requests for explanation regarding the RFB or related documents must be submitted in writing, and any interpretations or supplemental instructions will be provided as written addenda posted on the County BuyNet website. Pre-qualification requirements: Only those contractors that have been prequalified by the County are eligible to submit a bid in response to this RFB. The Contractor shall begin work within 15 calendar days after receiving the Notice to Proceed. Complete the work, including all additive alternate work, but excluding plant establishment work, within 370 working days.
