Prime Contractor shall meet or exceed three-percent (3%) Small-Local Business Subcontractor Participation Requirement. The prime contractor must submit a Small-Local Business Utilization Plan demonstrating that it will either meet or exceed a 3% Small-Local Business Subcontractor Participation Requirement or is exempt. The contractor must provide periodic reports to the County of amounts paid under the agreement to each Subcontractor and indicate whether each subcontractor qualifies as a Small-Local Business. There are specific requirements concerning the Working Families Ordinance (WFO) and compliance with California Air Resources Board (CARB) In-Use Off-Road Diesel-Fueled Fleets regulations.
