The project involves repairs to the Bus Garage and Maintenance Facility, including removal of existing storm pipe and replacement with 450 linear feet of 36-inch HDPE pipe, 200 linear feet of 15-inch HDPE pipe, installation of 5 drainage inlets, wingwalls, asphalt repair, and other miscellaneous items. The work is to be substantially completed within 60 calendar days after the contract times commence and ready for final payment within 75 days. Liquidated damages are set at $750.00 per day. Bidders must submit their bids using a two-envelope system. Envelope No. 1 must display the bidder's name and address, contract name (Bus Garage and Maintenance Facility Repairs), and be addressed to the McDowell County Board of Education. Envelope No. 2, labeled 'Bid Proposal,' must be placed inside Envelope No. 1. Envelope No. 1 will first be checked for compliance with bid opening requirements; only if complete and in order will Envelope No. 2 be opened and read aloud. Bidders may not withdraw their bid for 45 days after the bid opening date. Bids must include a certified check or bid bond payable to the McDowell County Board of Education for 5% of the base bid. Contractors must provide a Drug Free Workplace Certification and possess a valid West Virginia Contractor's License. Businesses listed on the "System for Award Management" (SAM) are not eligible. Late bids will be returned unopened. The McDowell County Board of Education reserves the right to reject any and all bids.
