The County is seeking bids to furnish, haul, and apply approximately 650 tons of polymer-modified rejuvenating emulsion (PMRE) chip seal oil, including all labor, materials, equipment, and transportation necessary for the application. Delivery is required FOB to various locations within the County, with the cost including spreading the emulsion oil on the road surface. The contractor is responsible for coordinating scheduling with the County, supplying approved PMRE material, transporting material to designated project locations, and applying material at specified rates per project specifications and industry standards. The County will provide all traffic control and perform other chip seal operations. Bidders must fully inform themselves of all conditions, requirements, and specifications before submitting bids and must submit bids electronically through the County’s eProcurement Portal. All bids must be typewritten or in ink, and any corrections must be initialed. Bidders may submit one base bid and one alternate bid. Bids offering terms other than those specified will be declared non-responsive. Submission of a bid constitutes agreement to all terms and conditions as stated. The County retains exclusive rights to make an award in whole or part, to more than one vendor, to reject any or all bids, to waive minor irregularities, and to amend or cancel the solicitation if in the County’s best interest. Bidders must have all required licenses, register as a vendor, and comply with all applicable laws and regulations. Samples and descriptive literature may be requested, and the County may inspect contractor operations as needed. The contract may be canceled by the County with or without cause under specified notice periods. All bid submittals must be electronic and received by the deadline; late bids will not be considered. Additional detailed instructions to bidders are provided, including requirements for nondiscrimination, conflict of interest, and rights to refuse personnel or amend the contract scope as required.
