The work involves furnishing all labor, materials, equipment, transportation, and services for four separate Horizontal Job Order Contracts (JOCs), each with a maximum contract value of $3,000,000 and a term of 12 months. The scope includes various types of horizontal construction, maintenance, and improvements, which may include work on roads, flood control infrastructure, airports, parks, and landscaping such as pavement repairs and replacement, crack seal, slurry seal, skin patching, asphalt concrete cold planning, pavement leveling, shoulder widening, hot mix asphalt paving, storm damage repair work, rock slope protection, slope stabilization, culvert repair work, concrete structure repair work, vegetation planting and maintenance, and park improvements and maintenance. All work shall be in accordance with Special Provisions, specifications prepared for the Public Works Director, and the accepted Bid Proposal. Bid proposals must be sealed, labeled as JOB ORDER CONTRACTS - HA001, HA002, HA003, HA004, and submitted to the Director of Public Works Department. The bid must be accompanied by security in the amount of ten percent of the potential Maximum Contract Value. The successful bidder must furnish a payment bond and a performance bond each in the amount of $3,000,000. Only contractors with a valid Class A General Engineering Contractor’s license are eligible. The County will only award one contract per bidder. The Prime Contractor will be required to use the Gordian Group’s Job Order Contracting Solution and pay a JOC System License Fee of 1% of the Job Order Price. Attendance at a mandatory pre-bid conference is required. Additional requirements include compliance with prevailing wage laws, nondiscrimination and compliance requirements, “Buy America” provisions, and registration with the Department of Industrial Relations.
