The Bluefield WV Economic Development Authority (BEDA) is seeking proposals from qualified consulting engineering firms to provide professional engineering services for site development improvements at the WV CREATE Center in Bluefield, West Virginia. Professional services may include: surveying and evaluation of existing site conditions; engineering design for site development improvements identified in a Preliminary Engineering Report (PER); preparation of construction drawings, specifications, and bid documents; assistance with environmental review and funding documentation, if required; assistance with bidding and contractor procurement; construction administration and inspection; preparation of final as-built documentation and GIS data; and assistance with required reporting and documentation in compliance with applicable funding agency requirements. The selected firm must comply with all federal, state, and local requirements associated with federally funded infrastructure projects, be registered and active in the System for Award Management (SAM.gov), and not be suspended or debarred from federally funded contracts. Interested firms are instructed to submit an Expression of Interest (EOI) containing: a letter of interest; statement of qualifications; description of the firm and organizational structure; identification of key personnel and project manager; relevant experience with similar projects; performance data and references for similar projects; description of the firm's familiarity with applicable federal and state funding requirements; anticipated concepts and proposed methods of approach to the project; and description of current workload and ability to meet project schedules. Emphasis is encouraged on experience with federally funded projects and compliance with 2 CFR Part 200 procurement and contract administration requirements. Proposals will be evaluated using qualifications-based selection procedures based on criteria including experience and technical expertise, qualifications of key personnel, past performance on similar projects, familiarity with applicable funding agency requirements, capacity to perform the work, knowledge of regional and local conditions, and responsiveness to the RFP. BEDA will negotiate with the highest-ranked firm for compensation and may proceed to the next highest-ranked firm if an agreement cannot be reached. BEDA reserves the right to accept or reject any and/or all proposals.
